This collection of essays was commissioned by ATSIC and AIATSIS to stimulate discussion and debate about a treaty.  The collection includes discourse on sovereignty, constitutional law, governance, cross jurisdictional studies, settlement and agreement making within and outside the native title sphere, the relevance of a treaty in the Torres Strait, intellectual and cultural property, international human rights law, perspectives from Indigenous youth, international experiences with treaties, the importance of a treaty in protecting language, concepts of citizenry and identity issues. Proclamation
